What is the programme about?

Bantuan Prihatin Nasional (BPN) is a one-off cash assistance payment to B40 & M40 households, self-employed workers, employees in the private sector, FELDA settlers, farmers, fishermen and small traders who earn less than RM8,000 a month. The amount of cash-aid to be distributed will be in accordance with the recipient's income level. The RM10 billion BNP programme will be implemented through the Inland Revenue Board (LHDN).

Registration begins on April 01, 2020

Eligible households and single individuals who are not BSH recipients or listed as taxpayers will need to register with LHDN starting April 01, 2020.

Bantuan Sara Hidup (BSH) recipients DO NOT need to register

Eligible Malaysians who are already listed as the Bantuan Sara Hidup (BSH) recipients do not need to make a new application for the Bantuan Prihatin Nasional (BPN) cash handouts. The BPN payments would be made directly to them through their bank accounts registered under BSH.

Who is eligible to apply?

The BPN given to the B40 community is based on the database from the Bantuan Sara Hidup (BSH).

The BPN for the M40 community is based on the Inland Revenue Board’s (LHDN) taxpayer database.

 

Must be

  • Malaysian.

  • residing in Malaysia.

I. Households

a) Married; b) Single parents/ widower/ widow reporting child information on the BSH 2020 application.

Income of households and the eligible amount

  • RM1,600 for households earning RM4,000 and below (1st payment = RM1,000; 2nd payment = RM600)

  • RM1,000 for households earning RM4,001 – RM8,000 (1st payment = RM500; 2nd payment = RM500)

 

II. Single individuals 21 years and above

a) single; b) parents/ widower/ widow with no reporting child information on the BSH 2020 application.

Income of individuals and the eligible amount

  • RM800 to single individuals earning RM2,000 and below (1st payment = RM500; 2nd payment = RM500)

  • RM500 to single individuals earning RM2,001 - RM4,000 (1st payment = RM250; 2nd payment = RM250)

 

How much cash-aid will the qualified recipients receive?

The eligible amount will be in accordance to the recipient's monthly income.

When will payment be made?

BSH recipients and the qualified listed taxpayers will receive the cash aid in two tranches: the first will be paid out in April, and the second round in May 2020.

As for new applicants who have been approved, payments will be fully made in a one-off payment in May.

How will payment be made?

  • The B40 payments will be made via:-

    • There is information on the account – the payments will be credited into the account.

    •  If the payment status is credit failure – payments will be made via cash at Bank Simpanan Nasional.

    • No account – payments will be made via cash through Bank Simpanan Nasional.

 

  • The M40 payments will be made via:-

    •  Payments will be made through bank accounts listed under the BNCP.

    • Payments will be credited into the bank account of the head of the household.

    • If joint assessment was made during the BNCP, then the payments will be credited into the bank account of the taxpayer who made the joint assessment.

 

  • The rural Sabah and Sarawak payments will be made via counters in the interiors of Sabah and Sarawak which will be coordinated by the Sabah and Sarawak Treasury through the Finance Ministry. The date and the location will be made known later.

How to apply?

The BPN database will be based on:-

a) Under the B40: the list of approved BSH recipients.

b) Under the M40: the list of income taxpayers who meet the BPN income criteria.

There is no need to apply if you are listed as BSH recipient or taxpayer.

All applications will be reviewed based on the agency’s databases.

Students

RM200 per student in higher education.

Frontliners Allowance

The monthly special allowance of RM400 for doctors, nurses, and medical personnel will now be increased to RM600 per person, starting from 1 April 2020 until the end of the pandemic. 

Monthly RM200 special allowance a month for other front liners namely military, police, customs, civil defence and RELA members who are directly involved in enforcing the MCO. This allowance will also be paid beginning 1 April 2020 until the COVID-19 outbreak ends.

E-hailing drivers

RM500 one-off payment to 120,000 e-hailing drivers beginning April 1. This is in addition to the RM600 one-off aid announced for taxi drivers that was announced in the previous stimulus package.

Civil servants

RM500 one-off payment to 1.5 million civil servants of grade 56 and below, including contract workers. The payment will be made in April 2020.

RM500 one-off payment to 850,000 government pensioners. The payment will be made in April 2020.

  • A tiered-discount based on electricity usage with a maximum limit of 600 kilowatt per month for the tourism sector. This discount will be valid for 6 months beginning with bills charged for the month of April 2020. 

    • 50% for below 200 kilowatts;

    • 25% for consumption between 201 – 300 kilowatts; 

    • 15% for 301 – 600 kilowatts.

Summary

Prime Minister Tan Sri Muhyiddin Yassin announced a RM250 billion People-Centric Economic Stimulus package (Prihatin) which will benefit all segments of the society.

  • RM128 billion for the people’s welfare

  • RM100 billion to support businesses, including Small and Medium Enterprises (SMEs)

  • RM20 billion has been announced in the earlier stimulus package

Healthcare Aid

  • RM500 million allocation for the Health Ministry to ramp up its resources. 

  • RM1 billion will be allocated to the purchase of equipment and services to combat Covid-19

 

  • RM2 billion to strengthening the country's economy

  • RM10 billion cash aid for the lower-income B40 and middle-income M40 groups

RM20 billion has been announced in the earlier stimulus package

  • RM130mil will be distributed equally to all states 

  • RM600mil for the Health Ministry for the purchase of equipment and to hire contract staff

  • Employees Provident Fund contributors aged below 55, can withdraw RM500 for up to 12 months.
