What is this programme about?
Bantuan Sara Hidup Rakyat (BSH) 2019 was formerly known as Bantuan Rakyat 1Malaysia (BR1M), is an annual living wage aid given to low-income and vulnerable households earning less than RM4,000 a month. Individual senior citizens (not married) earning less than RM4,000 a month are also eligible to apply.
This financial assistance scheme, first introduced in 2012, is given to aid low-income households and individuals to help them cope with the rising cost of living. Initially, this initiative was introduced as a form of targeted-subsidy to help recipients reduce the burden of GST.
The new Pakatan Harapan has rebranded and fine-tuned the financial aid scheme to provide aid to only households earning less than RM4,000. In addition to the annual living wage given to the head of households, BSH 2019 also provides financial aid to each child from these low-income households.

The amount of aid given out per recipient differs according to the monthly income of the applicant.

Eligible Categories for BSH 2019
Eligible low-income Malaysians that are eligible to apply for BSH 2019 are grouped into three categories:-
Category I. Households - Married couple
Category II. Household - Single parent/widow/widower
Category III. Individual - Senior citizen > 60 years; single, income < RM4,000
Category I. Household - Married couple
General Eligibility Criteria
A. The Applicant
-
Malaysian citizen.
-
Resident in Malaysia.
-
Income group: Monthly household income less than RM4,000.
B. The Applicant’s Spouse
-
Spouse of applicant a Malaysian citizen.
-
For non-Malaysia spouse must be resident and holder of MyPR/MyKAS.
C. The Applicant’s Child/Children
-
Child/children of applicant with a foreign spouse must have MyKid/MyKad.
-
Biological child/children registered with Jabatan Pendaftaran Negara.
-
Adopted child/children registered with Jabatan Pendaftaran Negara.
-
Must be Malaysian citizen.
-
Below 18 years of age.
-
Not employed and without a source of income.

If above 19 years of age:-

Children of registered People with Disabilities (OKU)
-
Children pursuing studies in Institute of Higher Learning

Category II. Household - Single parent/widow/widower

Adopted child/children registered with Jabatan Pendaftaran Negara.
-
Must be a Malaysian citizen.
-
Below 18 years of age.
-
Not employed and without a source of income.

If above 19 years of age:-

Children of registered People with Disabilities (OKU)

Children pursuing studies in Institute of Higher Learning

Category III. Individual - Senior citizen
General Eligibility Criteria
A. The Applicant

Malaysian citizen.

Resident in Malaysia.

Monthly income less than RM4,000 (eligible aid amount depends on monthly income).

Single.
-
Age 59 years and above.
NOT Eligible to Apply for BSH 2019
A. The Applicant
-
Non-resident Malaysian citizen.
-
Income group: Monthly household income more than RM4,000.
-
Working overseas.
B. Marital Status, Spouse and Children
-
Single and below 59 years of age.
-
Spouse of the applicant is not a Malaysian citizen.
-
Single/widow/widower/single parent household without child/children.
C. Other
-
A business owner with ownership in (a) two or more limited liability companies (b) sole proprietorship or partnership (c) shares of a company (d) director of company.
-
Ownership of vehicle registered after 2016 (a) local vehicle more than 2,000 cc (b) imported vehicle less than 1,400 cc (c) motorcycle more than 500 cc.

Transacted property worth more than RM500,000.
What documents do I need for application?
A. The Applicant

Completed application form Borang Permohonan BSH 2019 (BK-01)

Documents issued by Jabatan Pendaftaran Negara
-
Copy of the identification document of the applicant, spouse and dependents (MyKad/MyPR/MyKAS/MyKid/Birth certificate/Passport and Visa of foreign spouse (if applicable)

Copy of other supporting documents (Certificate of marriage for married couples; as for single parents – Certificate of divorce, if a spouse has passed away, certificate of death.

Sijil Dekri Nisi / Dekri Nisi Mutlak issued by the Courts.
B. The Applicant’s Spouse
-
Copy of the identification document of spouse - MyKad / MyPR / MyKAS.

Passport / Visa / UNHCR / Border Pass.
C. The Applicant’s Child/Children
-
Copy of the identification document MyKad / MyKid and birth certificate.
-
Adoption certification issued by Jabatan Pendaftaran Negara for adopted child/children.

How is the BSH 2019 payment disbursed?
Successful applicants will receive BSH payment via:-

Bank account - Those who have presented details of their bank account will have the qualified amount credited to their bank account.

Cash vouchers - Those without bank accounts will have their approval letters and voucher posted to them. The voucher can be cashed at any Bank Simpanan Nasional branch. In order to cash the voucher, the recipient must present (i) original myKad (ii) voucher and letter of approval

Appeal for Rejected BSH Application
Rejected applicants for the government's cost of living aid Bantuan Sara Hidup Rakyat 2019 (BSH) aid scheme can submit their appeals to the Ministry of Finance (MoF) from July 01 to August 15.
