What is this programme about?  

Bantuan Sara Hidup Rakyat (BSH) 2020 was formerly known as Bantuan Rakyat 1Malaysia (BR1M), is an annual living wage aid given to low-income and vulnerable households earning less than RM4,000 a month. 

This financial assistance scheme, first introduced in 2012, is given to aid low-income households and individuals to help them cope with the rising cost of living.  Initially, this initiative was introduced as a form of targeted-subsidy to help recipients reduce the burden of GST.

The new Pakatan Harapan has rebranded and fine-tuned the financial aid scheme to provide aid to only households earning less than RM4,000.  In addition to the annual living wage given to the head of households, BSH 2020 also provides financial aid to each child from these low-income households.

 

Eligible Categories for BSH 2020 Application

Eligible low-income Malaysians that are qualified to apply for BSH 2020 are grouped into three categories:- 

Category I.

Households - Married couple, income < RM4,000               
Category II.

Individual income < RM2,000

- Single age 40 to 59 years

- Single parent/widow/widower

- OKU age 18 to 59 years

Category I. Household - Married couple    

General Eligibility Criteria

 

A. The Applicant

  • Malaysian citizen.

  • Resident in Malaysia.

  • Income group: Monthly household income less than RM4,000.

 

B. The Applicant’s Spouse

  • Spouse of applicant a Malaysian citizen.

  • For non-Malaysia spouse must be resident and holder of MyPR/MyKAS.

 

C. The Applicant’s Child/Children

  • Child/children of applicant with a foreign spouse must have MyKid/MyKad.

  • Biological child/children registered with Jabatan Pendaftaran Negara.

  • Adopted child/children registered with Jabatan Pendaftaran Negara.

  • Must be Malaysian citizen.

  • Below 17 years of age.

    • Not employed and without a source of income.

  • Below 18 years of age.

    • Full-time student studying at public/private institution of higher learning.​

Category II. Individuals

General Eligibility Criteria

 

A. The Applicant - Single 

  • Malaysian citizen.

  • Resident in Malaysia.

  • Monthly household income less than RM2,000.

  • Age 40 to 59.

B. The Applicant - OKU

  • Malaysian citizen.

  • Resident in Malaysia.

  • Monthly household income less than RM2,000.

  • Age 18 to 59.

NOT Eligible to Apply for BSH 2020

A. The Applicant

  • Non-resident Malaysian citizen.

  • Income group: Monthly household income more than RM4,000.

  • Working overseas.

 

B. Marital Status, Spouse and Children

  • Single and below 40 years of age or above 59 years of age.

  • Spouse of the applicant is not a Malaysian citizen.

How do I apply for BSH 2020

There are two ways you can apply for BSH 2020:-

  1. Online application can be made

    • Official BSH portal https://bsh.hasil.gov.my. 

    • Offical BSH smartphone application which can be downloaded at Play Store / App Store. 

  2. Offline application using BSH 2020 application form (BK-01) which can  be obtained from:

How do I apply for BSH 2020 in Rural Areas

The Ministry of Finance (MoF) has opened centres at several rural areas in Sabah and Sarawak for eligible recipients of BSH 2020 to collect their first phase cash payment and also for new applicants to make their applications.

The first phase of Bantuan Sara Hidup Rakyat (BSH) 2020  

The Ministry of Finance (MoF) announced that the first phase payment for Bantuan Sara Hidup Rakyat (BSH) in 2020 will begin on January 20, 2020.

Who will receive payment?

Who will receive payment?

  • Payment will be made to qualified households who applied/appealed and was approved in 2019

  • Payment will be made only to the household category.  It has been estimated that 3.8 million households will receive RM300 each for this first instalment of the BSH 2020. 

How will payment be made?

  • Payment will be made in 2 ways:

    • For recipients with bank accounts, payment will be  credited into their respective bank account

    • For recipients without bank accounts (including recipients in rural areas), payment will be made over-the-counter at Bank Simpanan Nasional (BSN) starting February 01, 2020

Who can receive cash over the counter at BSN

Eligible BSH 2019 recipients who:-

  • are unable to open an account at BSN.

  • with a problematic bank account.

  • spouse (the named recipient) has passed away. 

  • received payment in cash in 2019.

How can I check to know if I am eligible to receive this payment? 

The government has issued and posted letters of eligibility to successful applicants.  However, if you are not sure, here are five ways to check your eligibility:-

  • i. Official LHDNM Bantuan Sara Hidup website
    https://bsh.hasil.gov.my

  • Use the Bantuan Sara Hidup smartphone application which can be download from Play Store / App Store 

  • Call LHDNM at 1-800-88-2747 (from 9.00 am to 5.00 pm)

  • Call MoF at 03-8882 4565 / 4566 (from 9.00 am to 5.00 pm)

  • Go to the closest LHDNM office

What documents do I need for application?

A. The Applicant

  • Completed application form Borang Permohonan BSH 2020 (BK-01)

  • Documents issued by Jabatan Pendaftaran Negara

  • Copy of the identification document of the applicant, spouse and dependents (MyKad/MyPR/MyKAS/MyKid/Birth certificate/Passport and Visa of foreign spouse (if applicable)

  • Copy of other supporting documents (Certificate of marriage for married couples; as for single parents – Certificate of divorce, if a spouse has passed away, certificate of death. 

  • Sijil Dekri Nisi / Dekri Nisi Mutlak issued by the Courts.


B. The Applicant’s Spouse

  • Copy of the identification document of spouse - MyKad / MyPR / MyKAS.

  • Passport / Visa / UNHCR / Border Pass.

 

C. The Applicant’s Child/Children

  • Copy of the identification document MyKad / MyKid and birth certificate.

  • Adoption certification issued by Jabatan Pendaftaran Negara for adopted child/children.

How to Check Your BSH 2020 Application Status

There are five ways you can check the status of your BSH 2020 application:-

  1. MyBSH (https://bsh.hasil.gov.my/LogMasuk.aspx) 

  2. Hotline: MoF 03-8882 4565 / 03-8882 4566

  3. Hotline: LHDNM: 1-800-88-2747

  4. Go to the closest LHDNM branch

  5. Go to the closest Urban Transformation Centre (UTC) 

How is the BSH 2020 payment disbursed?

Successful applicants will receive BSH payment via:-

  1. Bank account - Those who have presented details of their bank account will have the qualified amount credited to their bank account.

  2. Cash vouchers  - Those without bank accounts will have their approval letters and voucher posted to them.  The voucher can be cashed at any Bank Simpanan Nasional branch. In order to cash the voucher, the recipient must present (i) original myKad (ii) voucher and letter of approval
